1 - Basic tools/weapons to prevent server lag.
We don't need to jump to advanced stages before we have something to work with.
2 - Aesthetics.
Texture replacements and visual augmentations are a must in servers to provide a top-class, immersive roleplay world for users.
3 - Themed content.
To create a believable, breathing world, you must first make it seem as if it could exist in the provided universe.
4 - NPCs.
Of course, not completely hostile NPCs. It'd be boring and frustrating to walk through a gate and get beaten to death by coppers.
5 - Half-Life inspired events.
Headcrab shellings, Autonomous Judgement Waivers, you name it.
Anything to keep users busy, on their toes, and excited.
6 - A depressing environment.
It's a Combine-controlled city. Not much to say here.
7 - Condensed features.
Having way too many options is bad for play and makes things often look like a circus. For example, having too many drastically different divisions would make squad play useless and the overall look confusing, strange, and non-uniform - which directly conflicts with the faction we play as, a tidy, neat organization with barely sentient soldiers that look nearly identical. The same goes for becoming MPF or Resistance. We don't need 2 citizens, 15 MPF, and 32 Resistance. Forum applications, in-character applications, hand-selection, or abduction are realistic possibilities.
8. A fresh HUD and UI.
Essentially, I think we should provide a new, clean, and simple UI that anyone can understand- so people new to the genre don't get pissed off trying to figure out how the fuck to get anywhere with the UI.

This has been taking and placed into consideration. However, some of the things you've suggested takes a ton of code. We have little to no more time awaiting this. But, hey, we'll see.
